CSS Caseworker
Position: Child Support Caseworker
Department: Tribal Child Support Services
Reports to: Director

Description:
The Caseworker will be responsible for monitoring ongoing cases, conducting extensive research and interviews, modifying existing legal documents, preparing orders, negotiating stipulations, coordinating the process of issuing warrants and setting hearings, attempting to locate absent parents through a variety of investigative processes, including but not limited to: computer and telephone inquiries, employer letters and internet searches; monitor child support payments, calculate arrears and prepare documents to garnish wages, per capita and intercept tax payments or other benefits, when necessary. Ensuring that absent parents support their children to the best of their ability, to provide a comprehensive advanced level of services including interviews, investigations, financial negotiations, and collections.

Job Duties:
Interview custodial parents, non-custodial parents, family members to obtain statements and gather information to initiate actions to establish paternity, child support orders, provide case management and activity tracking.
Explain the requirements and process of calculating support payments to the non-custodial parent and custodial parents. Provide case status information and interprets child support statutes, regulations and procedures for the custodial parent and non-custodial parent.
Access computerized databases, maintains computerized files, physical files, while maintaining complete confidentiality in accordance with Confidentiality Statement.
Attempt to persuade the responsible parties to make payments without recourse of legal action; receive, secure and record payments from the parties.
Recommend cases to child support attorneys for legal enforcement remedies and testify in court, if necessary.
Perform program mandated functions, including but not limited to customer and community outreach, quality assurance and program improvement, training and any other functions as required by the Child Support Services Director.
Assist in the investigation of cases for the purpose of locating a client, contact sources for income verification to collect data for cases requiring legal action, calculate child support obligations and debts, initiate appropriate collection actions and negotiate repayment of child support debts.
Ability to communicate with hostile and/or uncooperative individuals, independently analyze situations, factual information and take effective action.
Ability to work effectively, efficiently in a timely manner, in a high intensity work environment, with high volume workload and intense pressure situations.
Ability to form and maintain effective and efficient unity with co-workers, clients, other employees, elected officials, professional representatives, the Court, counsel, supervisors, and the general public.
Perform other duties as assigned.

QUALIFICATIONS:
Associate’s Degree in legal studies, business or public administration or an equivalent combination of education and experience; three (3) years of case management or eligibility determination in public assistance or any other related field which involved continuous counseling, explaining complex policies, procedures, services, client responsibilities, helping clients learn about personal budgets, interviews, and work-readiness skills or two (2) years' experience applying statutes, regulations, program requirements or similar criteria or guidelines.
Valid Oklahoma driver’s license with ability to meet Seminole Nation liability insurance requirements and maintain eligibility for insurance.
Must be able to pass background check, with no prior convictions and/or felonies.
Must be able to comply with the Seminole Nation Drug Free Workplace policies.
Knowledge of Tribal, CFR, State and Federal Child Support laws, rules and regulations and court procedures relating to child support services.
Knowledge of legal terminology relating to child support, the legal procedure for establishing paternity as well as the paternity testing procedures.
Knowledge of proper grammar, spelling, effective skills and assertive interviewing techniques.
Must be able to communicate with and explain technical information to individuals from a wide variety of educational and cultural backgrounds.
Must have knowledge of the regulations regarding confidentiality, have a high level of sensitivity to young children, families and community.
Must possess professional work ethics, manner, appearance, the ability to work independently as well as cooperatively within the office, Tribe and/or other agencies as needed.
Must be able to work in a high intensity work environment, with high volume workload and intense pressure situations.
Must be punctual and dependable in regular attendance.
Must have experience typing, operating a multi-line telephone system, the ability to operate general office equipment and lift up to ten (10) lbs.
Working knowledge of computer programs and databases necessary for the operation of the child support services program.

Occasional travel will be required to attend training, conferences, department and staff meetings, meetings at all offices including satellite offices. Routinely travel to all program child support offices, conducting inspections of offices and evaluations of staff duties.
