CDIB Specialist I - Enrollment
Position: CDIB Specialist I
Reports To: CDIB Director
Department: Enrollment/CDIB

Job Purpose: Under the general supervision of the Certification of Degree of Indian Blood (CDIB) Specialist, this position is responsible for determining eligibility of applicants, computing blood degrees, preparing CDIB for review by the CDIB Specialist, before final approval by the Bureau of Indian Affairs Agency Superintendent.

Job Duties:
• Incumbent works closely with the Specialist to learn how to determine eligibility by review and evaluation of the application, compiling documentary evidence involving extensive research for background data in BIA Agency records, tribal records, base rolls, family record sheets, birth and death certificates, etc., extracting pertinent information, computing degree of Indian blood, checking records to establish identity of tribal members to ensure eligibility status for enrollment and adequacy of degree of Indian blood.
• Incumbent may receive visitors and telephone calls from individuals seeking to establish their degree of Seminole of Oklahoma Indian blood. Conducts full interviews to pre-determine eligibility and informs applicant of the necessary documentation required to establish their degree of blood or refers the individual to appropriate servicing agency/tribe.
• The application process involves receipt, review, and examination of the application and supporting documentation as submitted. Supporting documents are scrutinized carefully and thoroughly for authenticity, legality and/or discrepancy, i.e., birth certificates, death certificates, etc. CDIB correspondence may be prepared for signature of the Specialist.
• Any possible ineligible applicants are referred to the Specialist for issuing denial letters. For signature of Specialist, composes letters and memoranda which can be written by reference to policies, precedents, knowledge of office practices and information obtained from files. Typically, such correspondence includes letters pertaining to enrollment, tribal rolls and general information concerning CDIB and ancestry. Pays close attention to unusual spelling of Indian names.
• As the assistant custodian of official CDIB records, is responsible for ensuring records are maintained and protected under provisions of the Federal Privacy Act.
• The incumbent maintains familiarity with opinions requested and obtained from the Solicitor’s Office concerning Certification of Degree of Indian Blood and enrollment issues.
• Perform other duties as assigned.

Knowledge, Skills and Abilities:
• Knowledge of the functions and operations of the organization’s program to respond to requests for information.
• Knowledge of the Federal Privacy Act and Freedom of Information Act.
• Knowledge of grammar, punctuation, spelling, and required formats for the purpose of creating official documents and correspondence.
• Knowledge and ability to interpret legal documents such as birth records, adoption, guardianship, custody, heirship papers, etc.
• Knowledge of clerical procedures to file material and ability to locate material for reference in compiling correspondence, reports, and other data.
• Knowledge and skill of personal computers in the use of word processing, spreadsheets, and data software applications in order to create, record and retrieve various types of documents.
• Ability to research, digest, and interpret membership roll books, enrollment ordinances, tribal resolutions, tribal constitutions, and tribal enrollment policies and procedures.
• Ability to communicate effectively and tactfully with others both verbally and in writing.
• Ability to conduct interviews in person or by phone for the purpose of obtaining vital information.
• Ability to maintain complete confidentiality regarding enrollment information and documents.

Physical Demands and Work Environment:
The work is primarily sedentary. Typically, the employee may sit comfortably to do work. There may be some standing, bending and carrying light items such as files and books. The work is performed in an office setting. Minimum physical demands are required.

Complexity
Incumbent performs duties that involve related steps, processes and methods. Decisions regarding what needs to be done involves various choices requiring the employee to recognize the existence of and differences among recognizable situations. The work of this position requires accuracy, dependability and a high level of responsibility.

Minimum Qualifications/Requirements:
• Associate’s Degree in Business Administration or Certificate preferred with up to two years of experience in office management, customer service and computer knowledge.
• Two years’ work experience equivalent to above may be substituted.
• Preference given to an enrolled member of the Seminole Nation.
▪ Valid Oklahoma driver’s license with ability to meet Seminole Nation liability insurance requirements and maintain eligibility for insurance.
▪ Must be able to pass background check, with no prior convictions and/or felonies.
▪ Must be able to comply with the Seminole Nation Drug Free Workplace policies.
