HR Specialist/Trainer

Job Purpose:
The purpose of this position is to provide administrative support and employee training for the functions of the Human Resources Department (HR). The HR Specialist is responsible for compiling, maintaining, processing and coordinating a variety of records, reports and information related to the HR function. Performs routine and complex duties in the training and professional development area and is an integral part of coordinating and conducting New Hire Orientation.
Job Duties:
Satisfactory job performance will be determined by successful execution of the following:
• Prepare and process position descriptions according to established standards. This includes research/development, documentation and coordination of changes to existing position descriptions.
• Responsible for correct spelling, grammar/punctuation and professionalism in the development and distribution of personnel documents.
• Receive, review and process personnel related documents from within the organization. When necessary, review and refer non-routine documents to the Human Resources Director.
• Coordinates all facets of the recruitment and staffing function of the organization, including but not limited to: posting and advertising vacancy announcements, processing applications and hiring selections, coordinating background review, scheduling interviews and onboarding of new employees.
• Coordinates with the Payroll department as needed on relevant interdepartmental activities.
• Train managers and staff on germane HR software programs as needed.
• Prepare, file, compile, maintain and process reports and records related to HR.
• Maintain personnel files to ensure information is complete, accurate and up to date.
• Research and review of personnel and other files as requested.
• Responsible for processing requisitions and other financial, travel and budget related documents for the department.
• Compile data, prepare and submit general HR reports.
• Coordinates all departmental activities related to unemployment.
• Coordinates meetings and other departmental activities related to the Seminole Nation Personnel Board.
• Assists or prepares correspondence as requested.
• Responsible for designing, coordinating and providing training for comprehensive employee development programs.
• Maintain awareness of state-of-the-art training material available.
• Research external training resources and make recommendations for appropriate training – internal or external.
• Registers workshop participants and generates related documents.
• Maintains and updates the HR Training Records for all employees.
• Calls new employees to schedule attendance at NEO.
• Notifies Managers/Supervisors of NEO schedule and attendance requirements.
• Support Tribal member training and development.
• May perform special projects or additional duties and responsibilities as assigned.
• Performs other duties as assigned.
Minimum Qualifications/Requirements:
Education – A High School Diploma or GED is required. An Associate’s Degree in a relevant field is preferred.
Experience – A minimum of two (2) years’ relevant experience is required or an equivalent combination of education and experience.
Three (3) to five (5) years directly related experience coordinating a training function, to include conducting and evaluating training programs required.
Must have proven experience in designing and delivering training programs and possess highly developed verbal and written communication skills.
Must have proven experience as a Trainer.
May consider an equivalent combination of directly related education and experience.
THRP preferred or ability to become THRP certified and maintain certification.
Knowledge, Skills and Abilities:
• Knowledge of Seminole Nation Tribal government, organization, programs, laws, rules and regulations.
• Knowledge of Federal and Tribal regulations and standards related to Human Resources.
• Ability to disseminate information in understandable language for management and staff.
• Ability to establish operating procedures for completing functions of the Human Resources Department.
• Ability to communicate and interact effectively with managers, staff members, prospective applicants, tribal officials and the public both verbally and in writing.
• Ability to develop and complete position descriptions, surveys, comparative analysis and related activities.
• Ability to provide support/service to management in the full range of personnel management operations including but not limited to staffing issues, policy and procedures, Workers Compensation, FMLA, FLSA, ADA, Title VII etc.
• Knowledge and skill to utilize a PC in a Windows environment.
• Ability to maintain confidentiality of information as required.
• Ability to work efficiently under pressure and organize work plans and priorities to assure timely submission of completed work.
• Ability to develop and administer a Training Program based on Tribal Community interest and/or need.
• Ability to work effectively with management, employees and the general public.
• Knowledge of analyzing and determining departmental strengths and weaknesses in order to make recommendations for improved performance.
Work Environment:
Work is performed in an office environment, but may be required to train in an outside environment. This role routinely uses standard office equipment. Usually stands during training presentations. Some physical effort required: i.e., moving tables & chairs, setting up training room equipment, climbing ladders.
Some exposure to physical risk: i.e., sometimes works in outside environment, use of chemicals in training sessions, exposure to outside elements. Duties of the position may require occasional travel.
Physical Demands:
Position requires the demands of normal office work and traveling to other tribal facilities or to training. Driving a vehicle is required.
